Other simmers who have had this issue have found that removing their pools has helped with the issue. Try testing by removing pools that are on the lot, then test to see if the issue remains. You can do the testing without saving the game , to see if it helps .

Try editing the pool and see if that helps. There are suggestions about ways of editing the pool without removing the pool in this AHQ EA thread

Deleting walls, stairs or fencing near the pool has helped some simmers.
