Are you using the headlineeffects on/off cheat?
Try typing into the cheat bar
headlineeffects on
and see if the thought balloons are there.
If they are still not there, try testing after removing any mods in your mods folder.
Repairing the game may also help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
I got it! It wasn't an issue of the game. Seems like I didn't have the right window checked in the options. Uffff. I will try to test every mod now...
