How to change lot type from rental to residental

So I recently started a new game along with a new family. I am planning on letting them live in Selvadorada but I cannot seem to change the lot type from rental to residential I even tried putting a residential lot in but it just kept the lot type to rental. Is there a workaround? or am I stuck with my family renting "out" the lot?

@Keifer32 You can't live in Selvadorada without a mod. That one is strictly a vacation world.

@Kriositivity Do you have mods or CC in your Mods folder? If so, do a "vanilla" test to see if a mod/CC is your problem: Move (not copy) the Mods folder to the desktop (or rename it), delete the file called localthumbcache, open the game to test, and exit without saving.
