Anti-virus has absolutely nothing to do with Mods/CC. If you have any please remove them and test the game without. What happens when you click "Select an activity"?
@jpkarlsen is 100% correct on that Anti Virus has nothing to do with if your mods work properly for the game. 90% of issues like this derived form the use of CC/mods
