[HSY] Can't follow teen (kids/teen in household)

How often does the bug occur? Every time (100%)

Steps: How can we find the bug ourselves? I am not sure
What happens when the bug occurs? When sibling of a High Schooler ages to child, I can no longer join High School. Both child and teen go to rabbit hole school. No prompt to join Teen.
What do you expect to see? I expect to see the prompt to join the Teen to High School
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

When sibling of a High Schooler ages to child, I can no longer join High School. Both child and teen go to rabbit hole school. No prompt to join Teen.

All mods and CCs are removed. The prompt to join Teen to High School was working until the Teen's sibling aged to Child.
