I cant plant anything

No matter what I do, where I live, I cannot plant any plants. I am playing in Chestnut Ridge and When i use any of the garden beds, the plant will not drag to it from my inventory. I have tried new games, new people, repairing my game multiple times. I can't think of anything else to do.  I do have the MC command center mods.
