It is not enough to test with just some mods removed. You need to test with all mods/CC removed.

i removed all mods and cc and it works, but why doesnt it work with all of them? will i have to play without them?

@saokiuy This means that you have at least one mod that is broken. The next thing to do is to find it.
Start by using the Broken/Updated Mods list to find known broken mods (both the newly broken and previously broken lists). Delete those. Then use the "Updated" list to find ones that are fine. Delete the old versions and download the new ones. Check for new installation instructions! Many mods have been changing the other mods they require.
After that, you have a set of updated mods that should work, and you can test those in an otherwise empty mods folder. Then set them aside. Maybe in a folder on your desktop called "These are updated and fine". Delete localthumbcache when you're done.
Now you have left your old folder of mods something might still be broken. Test that whole folder - you might have already solved your problem with the updating. If you still have something broken in that folder, you can us the 50-50 method to narrow it down: https://answers.ea.com/t5/Mod-CC-Issues/INFO-How-to-Use-Mods-and-CC/m-p/13439356#FiftyFifty
