i can't rotate objects sims 4

Do you mean rightclick and drag? if so that will not work. A single rightclick will turn the item you are holding clockwise one step. You can not rotate an item you are not holding.

Hello!  As @jpkarlsen mentioned, you have to be hold an object to turn them.  If you're on PC or Mac, you can use the < and > keys as an alternative.  This will also turn objects while dragging them in live mode.

Game Options, Game Camera, The Sims 3 Camera.
