If it turns back on by itself then your Antivirus denies Origin from saving and you need to look into that.
Ok, I thought it could be set so that Origin "kicked me out" right after log in (I.E. as it does when Origin is not updated and I can chose from a menu not to update and stay offline). And in it's updated version, Origin does not launch TS4 automatically, I have to pick it from my games.

OK, I and a member from an other forum have tried to find a solution to this issue but with no success. Everything in application setting is turned off but what ever I do I can not get this dialog
to appear. Launching the game by the TS4 icon seems however to work now. But now I always get this dialog from Windows asking me if I allow Origin to make changes to the computer. I use avast as antivirus and Windows Defender as firewall but I don't know where or what to change.

You have set Origin to start as administrator. This causes the prompt from Windows.

OK, the text "Run as administrator" is in a bold font but I thought I would get back to being a normal "user" after reboot. But even if I find a way to turn the administrator status off the main issue remains: how do I get back this dialog so I can keep being offline?
