You have to put both the Package file and the Ts4script file in the mods folder by simply dragging and dropping the files via unzipping the file. You also have to enable script mods in game, open the game and then click on option, click on the other section and under enable mods click allow script mods, keep in mind you have to have mods enabled already. Btw to unzip said file you need an unzipping file I.e 7-zip, Winrar, etc. Hope this helps :)
