icons jumbled up in top right tool bar

What expansions, game packs, and stuff packs do you have installed? i have all expansion packs, all stuff packs and all game packs except the star wars one.
Steps: How can we find the bug ourselves? load into a save.
What happens when the bug occurs? when I load into my save, the tool bar at the top where the cart, gallery, walls up and down, etc. are is all jumbled up! I am unable to even distinguish them from one another. I removed mods and even tried starting a new save, but the icons are still jumbled, please help as I can't play my game in this state.
What do you expect to see? I expect the icons to return to their original state not the jumbled mess they are currently, so that I can actually click on them.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
