Infant can no longer be fed in Highchair BUG

So I was feeding my infants in the highchair just fine (yes I know they have to learn to sit up first), but ever since my first born aged up to toddler, now my other infant cant eat in the highchair. No matter where I put the chair (ive put it everywhere, even outside in the middle of the lot) including where it worked fine before, my sim will wave her arms and get a routing issue. It seemed to only occur now that my other child aged up to toddler as it was working fine before that. I have tried all the highchairs and no matter what she waves her arms and claims there is a routing issue.
