Interaction "Give Residence Key" is not working

Hello 🙂

I hope someone can help me 🙂
In my Sims 4 game (all my saves) my sims can't give a residence key to a close friend or their partner, even though my relationship level is high enough (90-100). I tried already a lot of stuff with different saves.

Here is the problem:

I could give a "appartment key" to a friend, but when it comes to a house (e.g.. in Sulani) the option "give residence key" doesn't show up at all.

This is what i tried so far:
- Deleted all my CC/Mods

- Repaired the game in Origin

- Deleted the Sims Folder in Documents

- Reinstalled the game

Unfortunately nothing works. So is this some sort of bug? Do I miss something in my settings.
Maybe someone can help me 🙂
