I also had this issue, and repairing multiple times did not work for me. I had to do a full uninstall and reinstall, and that solved the problem. Wanted to share in the event others see this. Just make sure to back up your files first!
I found the easiest way to deal with this was to open a BBB complaint with EA. Let them deal with me there. Because these forums are useless.
