Is This A Bug?

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.97.62.1020
What expansions, game packs, and stuff packs do you have installed? I have all expansions, stuff packs, kits, and game packs except: Paranormal, Star wars Journey To Batuu, and Realm Of magic.
Steps: How can we find the bug ourselves? I Don't know
What happens when the bug occurs? Every npc sims on the lot gets added automatically to my active sim relationship panel as acquaintances without the need of introduction.
What do you expect to see? I would like to see that the relationship panel only adding the npcs that my active sims has introduced to or had some interaction with.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
No matter where my active sims travels to every npcs gets automatically added to his/her relationship panel as acquaintances even though there has been no interaction between my active sim and the npc, not even an introduction. To make matters worse my active sim no longer needs to travel off her home lot, since every npcs that is walking around her neighborhood gets automatically added to his/her relationship panel with no interactions or introductions whatsoever. Does anyone knows is there a fix for this? Thanks.
- @Katiardguez There was a similar report here: https://answers.ea.com/t5/Technical-Issues-PC/New-relationship-added-from-mousing-over-sim-with-beloved-trait/m-p/9235981 that was mod related at the time. Not sure if the beloved trait was necessary for it.
You said you removed your mods, did you also test on a fresh folder, new save that never had mods in ?
