Island Living Ladders not working

What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Make a platform on a waterfront lot in Sulani, attach a ladder, click on ladder to "climp up/down" "cannonball/swan dive/jump down"
What happens when the bug occurs? Sim doesn't use the ladder. Walks around the house to get to the bottom/top of the ladder and stands in front of it doing nothing. See here https://drive.google.com/file/d/1CXICShXug_7BYZaeCwcXUNg5bqCf4g8h/view
What do you expect to see? My sim actually using the ladder.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I am not sure which patch exactly introduced this bug. Since the Moschino patch until the Eco Lifestyle patch I haven't played on a water lot, but it used to work before that.

I usually use mods but this issue exists with and without mods. The video showcases what happens when I intend for my sim to use the ladder. I never place ladders with MOO and the one in the video I was using excessively when Island Living came out and it worked.
