issues with gameplay: game won't allow me to save, build, travel or open in CAS

Hi there, I'm having major issues with my sims 4 gameplay. 

  I've been playing The Sims 4 for a while now. I started gaming on console but just recently switched to pc gaming for the mods and I haven't had issues with it until I started using those mods. I've been having this really obnoxious error and everywhere I look to fix it - there aren't any helpful resources to help point me in the right direction.

Every time I load up the game, I have no issues. I'll see the menu screen and press continue on my save - from there I'll get NO ERORR codes. When I do get in my game, it loads up and my sim can move and function.  For some reason though I can't seem to save, travel, or build in my game - instead it says, "game loading in progress" and I'm not sure what has to load anymore but I even waited and still nothing. Sometimes I even play for a little in hopes it'll fix itself but It is still giving me issues and I've already gotten rid of all of my mods and save files because other sources told me that was the issue. does anyone know a tutorial I can follow to help me or does anyone know the direct issue at all? tysm I'm really stuck...
