Items disappear before I am able to place them from build/buy mode

I'm having this problem as well. It does not happen all the time. For me, it seems to be in certain builds that I have downloaded where there is an issue. I play with no mods/cc, so it's not issue for me in that department.

I was able to record what is happening. Sometimes the item is there for a few seconds and sometimes it disappears right after you click it in the catalog. While the video shows items from debug, it also affects the regular items as well.
