Items greyed out in Game Options

How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.358.1030
What expansions, game packs, and stuff packs do you have installed? I have all packs installed except the Wolf Pack one.
Steps: How can we find the bug ourselves? Go to Game options and Game Play. Environment and Pack settings are greyed out.
What happens when the bug occurs? I can't make changes to Gameplay because it's greyed out
What do you expect to see? These three options not to be greyed out.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It was after the most recent patch for the new pack coming out on 7/29. Also, this happens with and without mods enabled/scripts enabled.
Also, Sims are auto-aging up when you start the game, not just exiting out of CAS
