Jumping camera

Whenever I move around the camera keeps jumping up and down depending on the terrain or objects usually below the position of the center the camera is looking at or where the screen seems to be in relation to the point the camera is centered at. Hard to tell. I found a guide to edit a settings file but its being reset by the game all the time even though I dont change any setting ingame.

Either way this up and down is detrimental to my game experience.

Is there any reliable and permanent way to fix this? Or does this require the dev team to maybe eventually possibly consider it worthy of attention?
