Laboring actions aren't working at hospital

Ok so my Sim went into labor, I send her and her husband to the hospital to have the baby. She can ask for epidural and to check for dilation, but she can't go for a walk, do breathing exercises, or sway with her husband. Also, she wasn't going past 1cm dilation even though her water broke and all that there. So I sent them home to do home birth. Well she got up to 5 cm so far (I have the game paused), she's able to do breathing exercises, sway with her husband, go for a walk. So I thought hey, let me send them back to the hospital and see if that corrected it. Nope, she still can't do the laboring actions besides asking for epidural and checking for dilation. I mean, I guess I can have her do a home birth, but I wanted her to have the baby at the hospital and I would really like to fix this issue for future pregnancies this couple has. Thanks in advance.
