Last Exception - Cannot Travel or Select Households

What happens when the bug occurs? Travel stops working when selecting a lot to travel to and kicks me out of being able to control the household and then I cannot access any household afterwards.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
When this originally started I had been playing offline because I didn't want to update. I had been playing this way perfectly fine for months. Even in the session before this, the game had no issues. Then I got on offline as usual and started playing. Originally this glitch started while my sim was in a lot that was an apartment lot that isn't their home and I tried to get them to travel home but couldn't because it wouldn't complete the travel and I got stuck on select world screen and I couldn't select any other households or the one I was previously controlling before the glitch. Originally it gave a LE report saying something about an issue with a specific sim which I cannot find for the life of me since the report only gives their sim ID and I have yet to be able to track the sim down by that. It also continually says something about (AttributeError: 'frozenset' object has no attribute 'append'). After that and without updating the game or any mods, more script mods seemed to break according to the LE that would come up after numerous 50/50 tests and checks. I did eventually get the sim to go back to their home lot and thought the bug was fixed so I saved and quit. Turns out it didn't fix it. I have also updated and repaired the game, redid the 50/50 check with all updated mods and tried a newly generated clean sims 4 folder. That still did not fix it. Weirdly enough I could play the household that loaded in just fine and those sims could go about their business as normal within the household. Besides the one time I thought the bug was fixed, I have not saved the game during this. I'm attaching the latest LE and I'm really hoping I can get some help because I am at my wit's end trying to figure out why it's having this issue even without mods.

@NakasNook Funny enough I got a different LE than you and it seems you have a broken ghost in your game. If you search for the Sim before travelling you find her in hidden households (Echols) but as soon as you do anything with her, she disappears and breaks. So the only way I found is to delete all ghosts.
You will lose all ghost so if you have any you care about, upload them to the gallery and just replace them in your game (although it will be a different Sim with no relationships).
I haven't found another solution.
Also the Bjergsen household in Windenburg has no adults (just two babies). Not sure how that happened. You can load it in CAS and add an adult. I'm not sure it's causing issues but it's better being safe than sorry.
Backup your save before attempting. Also once you have the error, you need to restart the game completely without saving.1. Load household (loads fine for me)
2. Delete all ghosts (with MCCC Cheat Module. Mail Box - MC Cheats - Deletion Cheats - Delete by occult)
3. Fix Bjergsen household
4. Should work now.
