I've been playing around with the spa refresh, in particular the massage tables. My sim has tried it from the spa venue, from home in her apartment and in the middle of san myshuno where festivals are held. She promotes via simstagram but rarely has any customers, and if they do show up, when she asks to give them a massage they say no. Am I missing something? Or is this a bug?

Its good that your Promoting Via Simstagram because that is a way for it to happen, By any chance this is a stupid question but is it closed? this happened to one of my friends and they had the same problem. Try repairing your game Hopefully you have Origin because anywhere else I have absolutely no clue.
If this doesn't fix it I apologise that I don't have a answer. I would report this as a bug.
