Menu Bars glitching visually and game not responding after a couple of minutes

My Sims 4 game keeps doing this thing where the menu bars at the top and bottom are going to different places. I am going to attach the pictures but I have tried everything I can think of. I repaired the game, I looked out the whole Sims 4 folder and made a new one, it went right back to the way it was before. Yes, I have mods but I launched it before I put the mods in to make sure it was not the mods. It will load and let me play for like 5 minutes and then it won't let me press on anything but the game still says its working. Its been like this since the new expansion pack came out. Can anyone help me.
