Okay so I have a female Sim couple. They both like Mischief and their Mischief skill is above level 2. However, every time I try for a Mischief interaction, it always fails. Even when I make sure they are both in a similar mood, I still get a fail on Mischief. I do not own the Growing Together pack so I don't think the issue is there.
I believe this problem should be reported in the Bug Reports section, not in Mods & CC since it's a bug that happens in vanilla game.
What happened to you was basically the infant update released on March 2023. It broke mischief interactions and it's been broken since then. Interestingly, owning Get Famous fixes the bug.
