Missing Romance Options

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.69.59.1020
What expansions, game packs, and stuff packs do you have installed? All except Journey to Baatu
Steps: How can we find the bug ourselves? Click on a sim with a romance bar with a sim
What happens when the bug occurs? When I click on a sim with a romance bar with a playable sim
What do you expect to see? I expected to see the romance options from the game
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This happens whether I have mods in my game or not. I tried to reset the romance but it is still not showing up.
