I have the exact same issue, but narrowed it down to Zerbu's All Worlds Are Residential mod. Perhaps it is a completely different issue than yours, but essentially the same outcome. Not entirely sure, but removing the July 26 version of Zerbu's All Worlds Are Residential mod fixed it for me.
Update: I redownloaded the same version via Zerbu's Google Drive link and it worked. Zerbu mentioned that all mods would be uploaded via Google Drive as OneDrive was causing issues. I believe that may be the source of my issue.
