I'm having the same issue - I cannot complete the "before" and "after" photos, regardless of if I click on my sim, the floor, or use the phone.  The only way I'm able to "complete" the task is because I currently have UI Cheats mod installed, which allows me to check off items on my list, even if I haven't actually done them. Otherwise, I wouldn't be able to complete the gig. 

I hope a fix is released for this soon.
