I'm having this issue as well. I think it is an issue with mods and cc, but whenever I try to use Better Exceptions to fully scan everything it doesn't state a specific mod that's causing the error. Only this:
Possible Cause: utilities\logging\version_handling.py\version_handling.py
Reason: [manus] Sim 243494094378830084 failed to load (KeyError: <Age.INFANT = 128>)

Custom content can get outdated with patches. If it works when you remove your mods folder, then one or more mods/cc is no longer compatible with the game and you have to find those.
Use the 50/50 method: http://modthesims.info/wiki.php?title=Game_Help:Finding_Problem_Custom_Content to find the culprit

@LazyC2nt For errors that coule be mod-related, make your starting point the current Broken/Updated Mods lists. There's also advice on testing in Mod and CC Issues .

Just went though each of my mods to see which one was breaking. For me, it was LittleMsSam’s Calendar tweaks. I hope this helps for you!
