This is an issue caused by the UI Cheats mod. For future reference, on the day of an update you should not re-enable mods unless you know that they are compatible with the latest update. This should prevent problems like this in the future.

What expansions, game packs, and stuff packs do you have installed? All except My First Pets, Realm of Magic, Strangerville, Backyard, Kids room, Laundry day, Luxury party, Moschino, and Tiny living
Steps: How can we find the bug ourselves? Start a fresh game and go into any build plot and try to enter build mode
What happens when the bug occurs? I go into build mode but the HUD never appears and I'm unable to go back to live mode. My only options are to edit the world, exit to main menu, or exit game. Edit world: just a black screen. No HUD. Going to main menu remains in black screen and my only option is to exit game Main menu: Stays on the "build" screen but removes access to exit to menu/edit world Exit game: just exits the game
What do you expect to see? I should be in build mode WITH the HUD and able to go back to live mode
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

All my CC is cosmetic but I took them all out one by one and tested them; none were the problem
I've also tried making sims w/ and w/o the story creation; no result
I've had orgin repair my game/redownload and install everything; no result
I have no clue
