I think I figured it out, for mine anyway!
the mc command centre mod is broken at the moment so I removed and I can finally place in baby carrier, I hope this helps you! It isn’t in CAS it is an option in baby care.

Steps: How can we find the bug ourselves? You have to have growing together installed and try to get your infant in the back carrier.
What happens when the bug occurs? When I want to put my infant in the back carrier I can't. The option does not show up at all. I can pick mij prefered back carrier but when I do, the option to actually put my infant in the back carrier does not pop up. I have tried everything but it's just not there.
What do you expect to see? I expect to have the option to put my infant in the back carrier.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
This is the option that IS NOT showing in my game that SHOULD be there.
