I think I figured it out, for mine anyway!
the mc command centre mod is broken at the moment so I removed and I can finally place in baby carrier, I hope this helps you! It isn’t in CAS it is an option in baby care.

I bought the new growing together pack and for some reason it will let me pick the infants carrier but it does not give me an option to click to use the infant carrier. Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I don't have a picture. But when I try there is literally no option for the carrier use.

Just to verify because the new social menus are a mess, and it's called two different things: If you have a Teen or older click on the Infant, under Baby Care, there should be a "Put Infant Name in Back Carrier" option.
