[MOD RELATED] Sims disappeared from household/Blue flashing square on map

How often does the bug occur? Every time (100%)
What is your current game version number? BASE: 1.61.15.1020 (64 Bit)
What expansions, game packs, and stuff packs do you have installed? All except tiny living
Steps: How can we find the bug ourselves? unsure
What happens when the bug occurs? I load my game (household visible in load screen on main menu) and then when i enter the game the household 'portrait' glitches out (looks like a blue square over where the sims should be). After that it turns into the 'best of friends' portrait but keeps the family name. The household is in university housing that I've made myself in place of Drake Halls. From this point I cant press the 'play' button (it does nothing) or edit the household in any way. in my 'manage households' screen the family 'box' appears in my favorite families but the sims themselves are invisible/non-existent. On going into 'edit household' the sims disappear only to be replaced with a randomly generated single sim. I have tried, removing all my mods and cc, going back to a previous save file, 'repairing' my game through origin (and all expansions) and none of these have worked.
What do you expect to see? my household. I expect to be able to open their save and continue playing as normal in my own made university housing. (where drake hall used to be)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
