I am not sure if it applies to you but the cheat won't work on sims with three names - e.g. Winnified Alice Warton, or Eliza Von Hoogen, ETC.
You can get round this to changing their name, applying the cheat, and you can always change the name back later.
There were only 2 names involved for each Sim; one first and one last. Also, I'm not sure if this helpe, but after I posted the question, there was a patch update and it seemed to resolve the issue? I am no longer having any problems with the cheat on those target Sims or any others.
