No, the names do not have any special characters. I would understand if that were the case.
It's for all Sims, even the ones who are still alive and good friends with my Sim.
They are ghosts, but I tried one that was alive as well to test if it was just that.
@thatcherjoe50 could you post the exact cheat you're using ? Have you tried with ids instead of name ?

Could you test if it's related to the save game or also happens on a new one ?
Can you try with SimID ? Use the cheat: sims.get_sim_id_by_name <firstname> <lastName> to get the id
