mods not deleting?

so with the new update, one of the mods i have downloaded is making it so i cannot open cas. the loading screen just sits there with the plumbob spinning forever (and i need to shut it down in task manager) so i thought, easy fix- ill just delete all the mods in the mods folder and redownload everything so its updated and it wont have a problem.

but the problem is that even with everything deleted, the cas issue still happens. so i try checking the "view custom content" thing in the games options cause this doesnt make sense. its telling me that everything i deleted is still there? and then i try booting the game and that also has the cc still working. is my mod folder no longer connected to my game? ive gone through the same path to the mods folder for a long time! storage, EA, sims 4, mods. storage, EA, sims 4, mods!!!!! its never changed! ever!

TL DR game work fine with cc but cas wont open. mods folder ingame doesnt aline with mods folder in file explorer. very confused simmer.
