Mods/CC Not Working on External Hard Drive

My mods work fine when sims is downloaded on my computer normally but since there's no space on my computer i have to download sims on a external hard drive. But when i did there was no mods folder, so I looked it up and people said to just make your own mods folder and when i did no mods or cc showed up in my game at all. I deleted sims and redownloaded it on the hard drive multiple times but no matter what there's no mods folder and even after making my own, they never show up.
