Moving Any Household Freezes UI

How often does the bug occur? Every time (100%)
What is your current game version number? 1.97.62.1220
What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? 1. Pick any household 2. Move them to an unoccupied lot. 3. Confirm that you are moving to that lot/purchasing that lot.
What happens when the bug occurs? The game gets stuck on the UI for confirming the move. However, when I however over the close and purchase buttons, they are still showing the labels for said buttons. Trying to quit the game via command+q still prompts the save/exit options and said menu is still interactable. I've personally tried to let the game process this for over 12 hours and still nothing happens.
What do you expect to see? The household moves into the new lot after a few seconds or minutes.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

Besides this, I have tested whether or not any CC I've installed affects the process; it didn't. I've tried this with empty lots without any furnishings in it; still gets stuck on the ui. I can still move sims into already existing households and play them; however I still cannot move said household to another empty lot.
