My Children became Toddlers after entering CAS

What expansions, game packs, and stuff packs do you have installed? for expansion packs I have: cottage, snowy, eco, university, famous, seasons, cats and dogs, city, et together, and get to work for game packs I have: werewolves, dream home decorator, realm of magic, parenthood, vampires, dine out, and outdoor retreat for stuff packs I have: paranormal, knitting, tiny, movie, spooky, and cool kitchen I also have both of the free stuff items and the desert kit
Steps: How can we find the bug ourselves? I'm not sure exactly, but I opened a save/household containing 4 young adults, an infant, and a toddler. I changed the lifespan from medium to short. the infant and toddler became children over time and 2 of the young adults have become adults. The one who was an infant at the start wasn't going to school but he was getting phone calls from principal. I entered CAS using shift-click and suddenly the children were back to being toddlers. I thought maybe it was an error with CAS but I went back to live mode and they were now toddlers again
What happens when the bug occurs? children de-age into toddlers
What do you expect to see? children not de-aging into toddlers
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

also, for the cc and mods question, I would like to clarify that they are still in the folder, but I have not re-enabled them since the most recent update
