Did you install the mods you downloaded from TSR using the TSR CC Manager, or did you install them manually? And did you have MCCC and any other mods or CC in subfolders within the Mods folder?
About a year ago, there was an issue reported regarding the TSR CC Manager where when this bug occurs, the game will no longer recognize any mods or CC installed in subfolders (not even one deep) except for TSR files installed using their program. Having seen no posts after that, I had assumed that the bug was fixed but I don't know that as a fact. It could still be bugged and just doesn't happen often enough for many people to report it.
But what you've reported sounds like it could be or related to the earlier bug with that CC manager and might be your problem. Reinstalling the game and letting it create a new user folder (Electronic Arts>The Sims 4) should fix it for you. It will probably be fixed if you just rename your current user folder and let the game create a new one too.
Another thing that it could be is that you inadvertently downloaded an item that was for TS3. If you have a TS3 file in your mods folder, your game will most likely crash before you get to the Main Menu.
And as @PipMenace suggested, you should always delete the localthumbcache file when you add or remove CC from the Mods folder. Doing that seems to fix a lot of things.

Hi sorry for the late replay it is because i eventually gave up. i have no idea how to fix this. everytime i download verified and updated mods its fine but then something happens and all the mods and cc doesnt work. i tried reinstalling the game and everyting but it didnt work.
i dont understand what the issue is. my cc is from all verified and updated sites and the same with mods.

@terezacvasek Hi! Let's see if we can back you right out and rebuild.
First, make sure that you don't have OneDrive syncing Documents.
Assuming that's fixed, drag the whole The Sims 4 folder to the desktop and restart the game to make a new one. Reset your Game Options, and start a New game, so you have one you can test in.
If that new game is working, you can exit and put in batches of mods and CC into the new Mods folder. Double check that they're installed right, which might mean going back to the modders' instructions. It's really common that there are files you need to pick between, and files that you need to delete if you don't have specific packs, and files that you need to acquire because the mdo depends on them.
If you hit a point where a batch makes your test game break, remove half that batch, delete localthumbcache, and try again.

okay thank you, should i try it even though my game would not start with the cc i will try to explain it: so for example i downloaded MCCC and i put it in the mods folder (there was only this one mod) the game loaded perfectly but then i downloaded some cc like clothes, shoes ( but from verified page) and when i tried to open it the mouse cursor started to spin and when i moved the cursor insted of the spinning curser the arrow appeared and the game didnt load
