My sims 4 game is unable to start

@072913Grace The "unable to start" error means, in your case at least, that the problem was one or more files in your Mods folder. So removing that folder was the right move, but it also removed all that content from the game. It's not surprising your sim would be missing all her cc clothes: the game was no longer loading that content.
When you moved the Electronic Arts folder, you moved all your Sims 4 user data to a location where the game can't find it anymore. The files should still be intact though, and you can restore them.
The first step here is to use the 50/50 method to test your mods and custom content to see which files prevent the game from working. You can remove those files, and only those, and keep the rest. Then restore your saves and see whether you can play normally.
