@Brendaisnotokay Hello! Do you mind clarifying what you mean by whim bubbles? There was a patch at the end of July that replaced "Whims" with "Wants and Fears". You can enable or disable these in the Game Options, within the Gameplay tab.
When you check that box and click Apply, the wants and fears will appear as thought bubbles above your sims' avatars.
Is this what you're looking for?
By the way, there is a really good explanation of the new system if you search online for The Sims Wiki or Fandom and "Wants and Fears".

Yes, that is what I meant, however, I have that setting enabled but it still doesn't show up, my guess is that since I have lifestyles enabled, it interferes.

@Brendaisnotokay Okay. That's interesting because a number of people are having trouble with turning them off and it seems you have the opposite problem. I'm not aware of any conflict between the lifestyles feature and the wants / fears feature. Do you have any mods installed? If so, move your mods folder to the desktop and delete the localthumbcache.package file located in the Documents / Electronic Arts / The Sims 4 folder before opening the game again for testing.

I keep seeing this solution whenever I look up this problem, but it has not been working for me at all. I haven’t been playing with whims for a super long time now because the “Show wants and fears” option doesn’t work in my game.
