My Sims will not marry

My sims will not marry. I've chosen elope immediately and plan wedding event and nothing works. When I choose "elope immediately, the action shows in the queue but  goes away and my sims reset quickly with both arms out at the side. Same thing goes for a planned wedding event. I have deleted all mods and "repaired" the game. I also created a whole new EA folder and kept only my saved, tray and screenshot files. I am still having the same issue. It happens with all of my sim couples.
