My sims wont go to school?

When it's time for my teens to go to school they walk a little bit then I get a pop-up asking if I want them to skip and when I click no they just stand there. Sometimes if I click to go to school I can get them to go sometimes they won't go I've tried going to other lots and then sending them sometimes it works and sometimes it doesn't and I don't have the option to send them to school anymore. Every single time they get a privacy violation moodlet that you would get from walking in on someone in the bathroom. I've taken all of my mods out and it did not fix it. What is the issue? I can't play my legacy because I can't get my Sims to go to school and their performance is very low it only happens to Sims who go to school, my adult Sims go to work just fine. Please help me figure this out I miss playing my legacy save.
