My sim has a crush on another sim and its just stuck in a loop of 'reveal crush' that seems to not do anything?? Its love day now and the resulution is 'get a significant other' which he should have ...

So far as I'm aware, 'Reveal Crush' is just an option to gain/lose romance with someone, it doesn't actually get them to become your significant other. To get someone to become your SO, you need to choose the romance option 'Ask to be boyfriend/girlfriend'.
