I would guess that the teens that aren't aging have been set as immortal and/or aging turned off. Since you use MCCC, take a look at them to see if aging and death is disabled by checking to see if they have any flags on them. You can also see this if you have the SimsInfo mod. If they do have aging off or have been set as immortal via flags, you can clear those flags with MCCC if you want them to age and eventually die.

However, I did check those settings and they aren't what is causing it. What's weird is that, once I do force age them into young adults or adults or elders, their lives progress as normal. I'll check back on the "no aging" flag, just in case, but this was one of the first things I did in order to fix the issue ☹️
