It's definitely high school years that's causing this. I disabled the pack to test on the save and immediately every teen that was stuck aged up. I guess the only solution i can think of at the moment is to just not play with the pack, but that kinda sucks.
So it's not a mod/CC issue.
Maybe this thread should be moved into the "Bug reports" section ?

I think I figured it out! At least, this seemed to work on my end, I don't know if it will on everyone else's.
But basically, my computer lagged while I was backing up my game and I lost my saves, mods, and tray.
I was super distraught, but when I reinstalled everything (mods included), I didn't have a teen, so I ddin't bother placing a custom high school.
I played through my generation, had a child, and when they got to high school I kind of forgot that I never did replace the OG one and I was surprised to find everyone had the right age.
I did test it with another save, and everyone had the right age then too.
I don't know if the solution was just deleting every important file or playing with the high school that shipped with the pack, but either way, one of these two options worked 😅

So what you're saying is just replacing the original school with a custom one will fix the bug?
Another hypothesis mentioned above would be that the bug comes from the graduation event which does not occur.
So maybe uploading a new school "resets" this event and fixes the bug (but just temporarily)?- 3 years ago
Honestly it was keeping the original school and not replacing it that helped! I also tried graduating early with my sims so I didn't attend graduation to try and glitch it, but it worked regardless!
I'm really not sure what helped, but in case it is keeping the OG school, I won't be downloading custom schools 🙂
