My UI is being weird???

This has been happening for a while. I've removed CC, updated mods, all that jazz. It just keeps happening, even after I delete the localthumbcache and repair my game. I'm tired of quitting the game to come back to it months later only to have the issue solved for a few hours. It's annoying. Attached is my issue.

@asprinbaby Does this happen with ALL mods and custom content removed, as in, you move the Mods folder to the desktop and delete localthumbcache.package? If you haven't tried it yet, please do so now. Mods can break with every single update, so fixing the issue after one patch doesn't mean it won't come back the next time around.
