Update in case anyone else has this problem.
I figured out what was wrong thanks to @sabreene

I had unzipped all the files, but somehow the mc_cmd_center.package didn't get copied into the mods folder with the rest of it. So if anyone else's MC command center is doing nothing but changing their sims into their nude bathing suits, redownload the mc_cmd_center.package.

Yay for easy fixes! :D
