You really don't need it any more. He stopped using it, it no longer covers all the settings the mod has available.
All the commands are now available in the game, from any LOT window (won't work on MAP view). Open some lot with a computer, click on it, and a MC Command Center button will come up. Submenus for all the module options are there.
Once you have a mc_settings.cfg file with the updated (1.0.11) settings, once you quit the game, you can edit those settings with a text editor. I like notepad++ for it.
I grumped when he ditched mcconfigurator too, and I really LIKE doing my edits on the file, more than I do using the computer. One of those, it is what it is, things... for now. (Never say never!)
NOTE: some of the newer settings now require you to change them, then restart the game, for them to become effective.
That wasn't always the case, and he's tried to note the options a restart is necessary for.
